近日,蘇(su)州檢驗檢疫局(ju)檢驗過程中(zhong)發現某企(qi)業出(chu)口的電(dian)(dian)動自行車(che)含(han)有鋰(li)(li)(li)電(dian)(dian)池,但并未申請鋰(li)(li)(li)電(dian)(dian)池的危(wei)包(bao)使用鑒定。因(yin)包(bao)含(han)有鋰(li)(li)(li)電(dian)(dian)池的電(dian)(dian)動自行車(che)在海關申報時可正常按(an)照普通(tong)貨(huo)物通(tong)關,故企(qi)業為節省成本(ben)(ben),將鋰(li)(li)(li)電(dian)(dian)池作為電(dian)(dian)動車(che)的配件(jian)按(an)普通(tong)貨(huo)物出(chu)口。然(ran)而,《關于(yu)危(wei)險貨(huo)物運(yun)輸的建(jian)議書規章范(fan)本(ben)(ben)》第(di)十(shi)七版本(ben)(ben)中(zhong)明確將“裝(zhuang)(zhuang)載設備中(zhong)的鋰(li)(li)(li)離子電(dian)(dian)池組(zu)(zu)或同(tong)設備包(bao)裝(zhuang)(zhuang)在一起的鋰(li)(li)(li)離子電(dian)(dian)池組(zu)(zu)”列(lie)為UN3481,需要按(an)照P903的包(bao)裝(zhuang)(zhuang)規范(fan)進行包(bao)裝(zhuang)(zhuang)。



        鑒于近年(nian)來鋰(li)(li)(li)電(dian)(dian)池(chi)在(zai)運輸(shu)過程中存在(zai)的(de)(de)風險(xian),蘇州(zhou)檢驗(yan)(yan)檢疫局建議(yi):一是(shi)建議(yi)將“鋰(li)(li)(li)離(li)子蓄電(dian)(dian)池(chi)”的(de)(de)商品(pin)名稱和HS編(bian)(bian)碼進(jin)(jin)行調(diao)整(zheng),按(an)照(zhao)《規章范本》對于鋰(li)(li)(li)電(dian)(dian)池(chi)進(jin)(jin)行危(wei)險(xian)貨(huo)物的(de)(de)分類(lei)定級,將鋰(li)(li)(li)電(dian)(dian)池(chi)按(an)普通(tong)貨(huo)物和危(wei)險(xian)貨(huo)物用不同的(de)(de)HS編(bian)(bian)碼進(jin)(jin)行區分,并(bing)在(zai)CIQ系(xi)統中對危(wei)險(xian)貨(huo)物進(jin)(jin)行提示(shi),提示(shi)其需要(yao)做危(wei)險(xian)貨(huo)物包裝使用鑒定。二是(shi)加強與海(hai)事等運輸(shu)主管部門的(de)(de)溝通(tong)與聯系(xi),加大(da)對鋰(li)(li)(li)電(dian)(dian)池(chi)危(wei)險(xian)貨(huo)物瞞(man)報(bao)(bao)行為的(de)(de)查處,保障(zhang)鋰(li)(li)(li)電(dian)(dian)池(chi)的(de)(de)運輸(shu)安全。三是(shi)做大(da)做強鋰(li)(li)(li)電(dian)(dian)池(chi)實(shi)驗(yan)(yan)室,擴大(da)實(shi)驗(yan)(yan)室在(zai)系(xi)統內(nei)外的(de)(de)影響力(li)。根(gen)據(ju)轄區內(nei)企業反映,上海(hai)航(hang)空公司對系(xi)統內(nei)的(de)(de)實(shi)驗(yan)(yan)室出具的(de)(de)危(wei)險(xian)貨(huo)物分類(lei)鑒別報(bao)(bao)告(gao)不予(yu)認可(ke),僅認可(ke)上海(hai)化工研究院出具的(de)(de)報(bao)(bao)告(gao),重復檢測導致企業成(cheng)本的(de)(de)增加,降低了產品(pin)競爭力(li)。
