鋰電(dian)池運輸:蘇州檢(jian)(jian)驗檢(jian)(jian)疫局對出口(kou)電(dian)動自行車鋰電(dian)池檢(jian)(jian)驗監管(guan)提出三條(tiao)建議(yi)

近(jin)日,蘇州檢(jian)驗檢(jian)疫局檢(jian)驗過程中(zhong)(zhong)發現(xian)某企業出口的(de)電(dian)動(dong)自行車(che)含(han)(han)有(you)鋰(li)(li)電(dian)池(chi)(chi),但并未申(shen)請鋰(li)(li)電(dian)池(chi)(chi)的(de)危(wei)(wei)包使用鑒(jian)定。因(yin)包含(han)(han)有(you)鋰(li)(li)電(dian)池(chi)(chi)的(de)電(dian)動(dong)自行車(che)在海關(guan)申(shen)報時可正常按(an)(an)照(zhao)普(pu)通(tong)貨物通(tong)關(guan),故企業為節省成(cheng)本(ben),將鋰(li)(li)電(dian)池(chi)(chi)作為電(dian)動(dong)車(che)的(de)配(pei)件按(an)(an)普(pu)通(tong)貨物出口。然而,《關(guan)于危(wei)(wei)險貨物運輸的(de)建議書(shu)規章范本(ben)》第十(shi)七版本(ben)中(zhong)(zhong)明確將“裝(zhuang)(zhuang)(zhuang)載設備中(zhong)(zhong)的(de)鋰(li)(li)離子電(dian)池(chi)(chi)組(zu)或(huo)同設備包裝(zhuang)(zhuang)(zhuang)在一(yi)起的(de)鋰(li)(li)離子電(dian)池(chi)(chi)組(zu)”列為UN3481,需要(yao)按(an)(an)照(zhao)P903的(de)包裝(zhuang)(zhuang)(zhuang)規范進行包裝(zhuang)(zhuang)(zhuang)。
鑒(jian)于近年來鋰(li)(li)(li)電池(chi)在(zai)(zai)運輸過程中(zhong)存在(zai)(zai)的風險,蘇州檢(jian)驗(yan)檢(jian)疫局建(jian)議(yi):一是建(jian)議(yi)將“鋰(li)(li)(li)離子蓄電池(chi)”的商品(pin)名稱和HS編碼(ma)進行(xing)調整,按(an)照《規章范本(ben)》對于鋰(li)(li)(li)電池(chi)進行(xing)危(wei)(wei)險貨(huo)物(wu)的分類定級,將鋰(li)(li)(li)電池(chi)按(an)普通(tong)貨(huo)物(wu)和危(wei)(wei)險貨(huo)物(wu)用不(bu)同的HS編碼(ma)進行(xing)區(qu)分,并在(zai)(zai)CIQ系(xi)統中(zhong)對危(wei)(wei)險貨(huo)物(wu)進行(xing)提(ti)(ti)示,提(ti)(ti)示其需要(yao)做危(wei)(wei)險貨(huo)物(wu)包裝使用鑒(jian)定。二是加強與(yu)海事等運輸主(zhu)管部門的溝(gou)通(tong)與(yu)聯系(xi),加大(da)對鋰(li)(li)(li)電池(chi)危(wei)(wei)險貨(huo)物(wu)瞞報行(xing)為的查(cha)處,保(bao)障鋰(li)(li)(li)電池(chi)的運輸安全。三是做大(da)做強鋰(li)(li)(li)電池(chi)實(shi)驗(yan)室,擴(kuo)大(da)實(shi)驗(yan)室在(zai)(zai)系(xi)統內外的影響力。根據轄區(qu)內企業反映,上(shang)海航空公司對系(xi)統內的實(shi)驗(yan)室出具(ju)的危(wei)(wei)險貨(huo)物(wu)分類鑒(jian)別(bie)報告不(bu)予認可,僅認可上(shang)海化工研究院出具(ju)的報告,重復檢(jian)測導(dao)致企業成本(ben)的增加,降低了產(chan)品(pin)競爭力。
